Any student may submit the team's full set of saved decisions at any time during the quarter.
This was done for one specific reason. If the submission of the team's decisions falls on one specific person, then it adds a unique point of failure. The student over-slept, or just plain forgot to submit the decisions, the entire team would be penalized. Ideally, the 'president' of the firm (decided by the players on that team) has the ultimate say in whether or not the team is ready to submit, and they should be responsible for submitting their team's decisions. However, anyone can submit the decisions, if needed.
